Recently, in accordance with the **policies regarding the petrochemical industry and the relevant provisions of the ‘Measures for the Approval and Filing of Enterprise Investment Projects in Jiangsu Province’, a pre-approval public notice is being issued for the light hydrocarbon comprehensive utilization project of Nanjing Yangzi Yangba Olefins Co., Ltd. I. Overview of the construction unit: Nanjing Yangzi Yangba Olefins Co., Ltd. was established in October 2023. It is a joint venture founded by Sinopec Yangzi Petrochemical Co., Ltd. (hereinafter referred to as “Yangzi Petrochemical”) and Yangzi Petrochemical-BASF Co., Ltd. (hereinafter referred to as “Yangba Company”). Each party holds a 50% stake, with a registered capital of 2 billion yuan. Yangzi Petrochemical is a key integrated refining and chemical enterprise under Sinopec Group Corporation. It operates 58 large-scale petrochemical units, including ones with a capacity of 12.5 million tons per year for oil refining, 800,000 tons per year for ethylene production, 1.4 million tons per year for aromatic compounds, and 6 million tons per year for refined petroleum products. The facility also boasts a comprehensive set of utility systems as well as storage and logistics infrastructure. Yangba Company is a joint venture established by Sinopec of China and BASF of Germany in a 50:50 share ratio. It possesses over 30 chemical production units, as well as utility facilities such as gas-steam combined cycle power plants, railways, and ports, and is able to supply the market with nearly 3 million tons of high-quality chemicals and new materials each year. II. Location of the project The Light Hydrocarbons Comprehensive Utilization Project of Nanjing Yangzi Yangba Olefins Co., Ltd. (hereinafter referred to as this project) is located within the premises of the Yangzi Petrochemical Plant in the Nanjing Jiangbei New Materials Science and Technology Park, covering an area of 755 mu. The site of the facility is adjacent to Torch Road to the east, Ethylene Avenue to the south, and Zanshui Road to the west, with the Yangzi Petrochemical EVA facility located to the north. The site is located within the urban development boundaries; it does not involve permanent basic farmland nor **-grade ecological protection zones. The planned use for this site is industrial land of category three. III. Project Construction Content The construction of this project includes the addition of 3 sets of process units, such as an ethylene steam cracking unit with a capacity of 1 million tons per year, along with related supporting facilities, as detailed below: 1. Process units. This includes an ethylene steam cracking unit with a capacity of 1 million tons per year (including a waste alkali oxidation unit), a gasoline hydrogenation unit with a capacity of 500,000 tons per year, and an aromatic extraction unit with a capacity of 620,000 tons per year. 2. Utilities. A new circulating water plant with a capacity of 70,000 cubic meters per hour will be built, along with a set of condensate recovery equipment capable of handling 570 tons per hour. There will also be an air compression station equipped with 4 centrifugal air compressors with a capacity of 15,000 Nm3/h each, and 2 microheat-regeneration type air dryers with a capacity of 6,000 Nm3/h each. 3. Auxiliary facilities. One new central control room, 2 fire pump stations (one in the Jianan area and one in the Henghai area), one set of flue gas treatment facilities for incinerators (TO furnaces), one sewage pretreatment station, one elevated flare stack (to be installed together with the flare stack of Yangba Company), one accident water tank, one enterprise information management system, a telecommunication system for the entire plant, as well as corresponding transformer and distribution rooms and cabinet rooms. 4. Storage and transportation facilities. 44 new storage tanks will be built, with a total capacity of approximately 144,000 cubic meters; these include low-temperature ethylene tanks, feedstock tanks, intermediate tanks, and product tanks ； Build 1 new vehicle loading station ； Approximately 3,800 meters of additional pipe galleries will be added to facilitate the pipeline connections for the units in the plant area, the product storage tanks area, the flare stack, and other related facilities ； Construct new and upgrade process and thermal pipeline networks inside and outside the boundary area. IV. Project Construction Period The construction period for this project is two and a half years (30 months).
