Recently, the Hunan Provincial Development and Reform Commission announced the list of key provincial construction projects and key preliminary projects for 2025. Among them, there are 289 key construction projects in Hunan Province, and 51 key preliminary projects at the provincial level. The key construction projects in the petroleum and chemical sector are as follows: Hunan Zijin Lithium Mine mining, processing, and advanced refinement project; Guiyang Hanyao lithium industry chain project; Youxian Songjing automotive coatings and specialty resin project; Yiyang Jixiang bio-based carbon composite materials R&D and production project; Hongjiang Hongsheng specialty polymer materials industrial base project; Yueyang ethylene refining and chemical processing integrated project; Hunan Salt Industry’s integrated utilization project for waste salt in the Yueyang area; Hengyang green saline-alkali industry base project; Yueyang Green Chemical High-Tech Zone expansion project involving public infrastructure development; Hunan Haili high-tech industry base project; Hengyang Zhangmu New Area industry base and related infrastructure construction project; Hunan Petrochemical’s 170,000-ton per year high-performance epoxy resin production facility project; Jinshi high-purity manganese sulfate and electronic chemicals production project; Linxiang Fucheng’s 100,000-ton per year new material series production project; Linxiang Fanghong’s photovoltaic additives and microsphere expansants production project. The key preliminary projects in the petroleum and chemical sector include: the Zunyi-Ji’an natural gas pipeline construction project (Hunan section); Xiangxi Northwest LNG storage facility project; Hunan Petrochemical’s Yueyang new material production base and its specialty polymer materials industry cluster project; Yiyang High-Tech Zone’s Phase III of China Carbon Valley – advanced carbon-based materials industry chain project; Hunan Salt Industry’s integrated utilization project for waste salt in the Yueyang area; Yizhang fluorine chemistry industry chain improvement project. Hunan Province requires that all levels of government and relevant departments attach great importance to these projects, further strengthen their focus on project development, and, by leveraging the provincial key construction projects and preliminary projects, ensure proper handling of project planning, progress, resource allocation, and performance monitoring.
