To continuously address the safety risks faced by oil and gas storage enterprises and help them improve their safety management capabilities, the Ministry of Emergency Management has recently launched a ministerial-level expert guidance program for small and medium-sized oil and gas storage enterprises in 2025. This year, the expert guidance services have emphasized \"strictness, meticulousness, and practicality\"; the expert team is managed strictly, with the work discipline of \"three strict adherences and four absolutes\" being strictly enforced ; Carefully evaluate the quality of experts’ work, and proactively accept quantitative assessments from the enterprises being served and local regulatory authorities ; Practical guidance and service recommendations are provided, with thorough follow-up to ensure that enterprises complete the corrective actions needed to address any identified issues or risks. This expert guidance service focuses on the principle of mentoring and support. By promoting the newly revised \"Rules for Safety Risk Assessment in Oil and Gas Storage Enterprises,\" it teaches companies how to conduct high-quality annual self-assessments, helps them strengthen their safety risk management mechanisms, enhances the professional skills of local regulators and experts, and thus amplifies the impact of this expert guidance at the ministerial level. Furthermore, this expert guidance service has enhanced support for private enterprises, helping them to strengthen their safety foundations. To date, the expert group has gone to Hebei, Tianjin, Henan, Jiangsu, Guangxi and other places to carry out its work.
