To further standardize the management of the entire trial production process for the Sino-Saudi Ghulayyil Ethylene Project, to systematically assess the scientific validity and feasibility of the commissioning procedures, and to ensure the safe, environmentally sustainable, and smooth start-up of the project, an expert review meeting on the \"Trial Production Plan\" was held for this project from April 22nd to 24th. Industry experts, relevant leaders from Fujian Zhongsha Petrochemical, and personnel from related departments attended the meeting. During the review meeting, the experts present listened to reports on the project’s construction progress, the preparation of the trial production plan, the implementation of the EHSS management system, and the preparations for testing. They carefully examined relevant documents such as the trial production plan, project construction materials, safety management procedures, as well as information on personnel qualifications and training. Based on the actual situation of the project, they offered targeted suggestions and recommendations regarding key aspects. After thorough discussion, the review panel unanimously agreed that the \"Pilot Production Plan\" for the Zhongsha Gulei Ethylene Project is comprehensive in content and well-structured; it possesses a high degree of scientific validity and practicality, and can effectively guide the standardized conduct of the project’s pilot production phase. The panel approved the plan for approval on principle. The successful holding of this expert review meeting provided professional and authoritative technical guidance for the optimization of the project’s \"Pilot Production Plan,\" laying a solid foundation for the orderly progress of subsequent pilot production activities. Moving forward, Fujian Zhongsha Petrochemical will strictly follow the suggestions and recommendations put forth by the expert panel. It will further revise and improve the “Trial Production Plan”, refine implementation measures, strengthen accountability, and continue to meticulously carry out all preparatory work for production, so as to ensure the safe, stable, and efficient conduct of the project’s trial production. The Zhongsha Gulei Ethylene Project is a major energy project resulting from cooperation between China and Saudi Arabia, with a total investment of around 44.8 billion yuan. It is the largest Sino-foreign joint venture project in Fujian Province to date in terms of investment amount. The project is located in the Gulei Petrochemical Base in Zhangzhou, Fujian, and was built jointly by SABIC and the Fujian Energy and Petrochemical Group. The Zhongsha Gulei ethylene project is centered around an ethylene production facility with an annual capacity of 1.5 million tons, and it includes a range of downstream processing units to form a complete petrochemical industry chain. According to the project plan, the main components of the facility can be divided into the following sections: the core unit – the 1.5 million tons per year ethylene plant. This is the cornerstone and core of the entire project; it produces ethylene through steam cracking, supplying raw material for various downstream units. Downstream units for ethylene: Ethylene oxide/ethylene glycol (EO/EG): 10/1000,000 tons per year; High-density polyethylene (HDPE): 400,000 tons per year; Metallocene linear low-density/high-density polyethylene (mLLDPE/HDPE): 600,000 tons per year; Hexene-1: 50,000 tons per year. Downstream units for propylene: Polypropylene (PP): 950,000 tons per year in total, with two production units – one with a capacity of 400,000 tons per year and the other at 550,000 tons per year; Phenol/cyclohexanone: 250,000/150,000 tons per year; Bisphenol A (BPA): 270,000 tons per year; Polycarbonate (PC): 290,000 tons per year. Supporting and other units: Hydrogenation of pyrolysis gasoline: 910,000 tons per year; Butadiene extraction: 220,000 tons per year; Butene-1: 56,000 tons per year; Aromatic extraction: 570,000 tons per year. Utility systems and auxiliary facilities: including large-scale water systems, storage tanks, packaging warehouses, etc.
