According to the official WeChat account \"Dalian Release\" of the Dalian Municipal People’s Government Information Office, on June 30, with the shutdown of the 10 million tons per year atmospheric and vacuum distillation unit, the old plant area of CNPC Dalian Petrochemical Company ceased operations entirely and was taken out of use. Meanwhile, the preliminary work for CNPC Dalian Petrochemical (Xizhongdao) integrated refining and chemical project is being accelerated. CNPC Dalian Petrochemical Company is a large-scale fuel-lubricant refining enterprise that integrates oil refining and chemical production. It has a crude oil processing capacity of 20.5 million tons per year, and its port handling capacity exceeds 23 million tons; it serves as an important refining and production base for CNPC in the Northeast region of China. According to the company’s responsible officials, the 10 million tons per year atmospheric and vacuum distillation unit stopped operating on June 30. The process adjustments within the unit as well as those in the pipelines connected to it upstream and downstream are scheduled to be completed by the end of August, while the removal of the equipment and its subsequent dismantling are planned for the end of September. Regarding the disconnection of storage and transportation as well as transfer systems, the inventory of finished products in the storage tanks was shipped out by the end of July ; At the end of August, the storage tanks containing intermediate materials and finished products in the factory were thoroughly cleaned, and the tanks were then prepared for repainting ; By the end of September, the centralized disposal of substandard materials was completed; the pipeline processes in the storage, transportation, and transfer systems, with the exception of those related to the crude oil system, were also finalized. All storage tanks holding oils other than crude oil were cleaned ; By the end of November, all crude oil storage tanks were delivered for repainting. Dalian Petrochemical Company of China National Petroleum Corporation plans to build a refinery with an annual capacity of 10 million tons, as well as facilities for producing 1.2 million tons of ethylene per year in the Changxing Island (Xizhong Island) Petrochemical Park. By utilizing low-carbon steam generated from nuclear energy and green electricity, the company aims to enhance the competitiveness of its products. This project will enable CNPC Dalian Petrochemical Company to transform into an integrated refining and chemical manufacturing enterprise, effectively changing the structure of the refining and chemical industry in Dalian, Liaoning Province, and throughout the Northeast region. It will become a landmark petrochemical base for CNPC in the Northeast region, helping to lift the quality of CNPC’s refining and chemical operations to a new level.
