Recently, the Development and Reform Commission of Gaochang District in Turpan City, Xinjiang, released a public notice regarding the public consultation process for the social stability risk assessment of Hengyi Energy Technology (Turpan) Co., Ltd.’s project to produce 2.4 million tons per year of high-quality ethylene glycol derived from coal for use in fiber production. Location: The project site is planned to be located within the Coal-based New Materials Circular Industry Park in Turpan Economic Development Zone. It is bordered by open land to the east, the Southern Mining Area Resource Road to the west, Aidinghu Coal Mine Area 2 to the south, and the planned S346 provincial road to the north. The land designated for this project is industrial land; the area is relatively flat, and there are no special environmentally sensitive sites such as historical and cultural heritage, natural heritage, or famous scenic spots. Project overview: The 2.4 million tons per year production facility for high-quality fiber-grade ethylene glycol produced from coal at Hengyi Energy Technology (Turpan) Co., Ltd. requires an investment of approximately 25.7 billion yuan. All of the funding will come from the company itself. The total land area required is around 2.5375 million square meters, with a planned construction period of 36 months. Construction scale and content: 2.4 million tons per year of high-quality ethylene glycol produced from coal for fiber use; accompanying facilities include production units, auxiliary production equipment and utility systems, as well as supporting infrastructure for production services. These include gasification units, purification units, H2/CO separation units, ammonia synthesis units, nitric acid production units, DMO production units, ethylene glycol production units, air separation units, boiler units, finished product storage areas and utility systems. Additionally, there are the overall layout for the new project, storage and transportation facilities, pipe corridors and underground pipelines, water supply and power supply systems, road lighting, laboratory facilities, fire protection systems, telecommunications systems, mechanical and electrical maintenance facilities, gas protection stations and information systems, landscaping, as well as necessary production service facilities. The construction and operation of the project will directly create over 2,000 jobs, while also generating indirect employment in related industries such as coal mining and logistics transportation, accounting for more than 10,000 jobs. Attract people to settle down through industrial clustering, alleviate local employment pressures, and fulfill the central government’s requirement of \"enriching the people and strengthening border areas\". At the same time, cooperation between the project and the production corps can strengthen integration between the military and local areas, providing economic support for the long-term stability of Xinjiang. The completion of the project can significantly increase local government revenues; through government investment in improving infrastructure and raising the standard of culture and education, it will benefit residents throughout the region. Coal-based ethylene glycol suitable for high-quality fibers refers to that which is produced using coal as the starting material, through processes such as gasification, synthesis, and purification, so that its purity and impurity levels meet the requirements of high-end fibers such as polyester fibers and functional textile fibers. Due to their high quality grade, such ethylene glycols ensure properties such as the strength, color, and weather resistance of fiber products, which is why they are referred to as \"high-quality fibers grades\". It is reported that, compared to ordinary coal-based ethylene glycol, its purity typically exceeds 99.9%, with lower levels of impurities such as aldehydes, methanol, and moisture, which helps to prevent issues in the fiber spinning process and ensures better quality of the final product.
