According to Sinochem New Network, at the forum held on November 25 in Tianjin as part of the 2025 China Petroleum and Chemical Private Economy High-Quality Development Conference – namely, the Forum on the Development of Specialized, High-Performance, and Innovative Enterprises as well as Enterprise Champions – the significant role played by such enterprises in promoting high-quality development was fully recognized by the representatives present. Li Bin, vice president of the China Petroleum and Chemical Industry Federation, said that at present, our country is in a crucial stage of moving from a major petrochemical country to a strong one in this sector. As key players in industry innovation and vital nodes in the industrial and supply chains, specialized and innovative enterprises as well as enterprise champions are increasingly becoming important forces in driving the transformation and upgrading of the petrochemical industry and achieving self-reliance in technology. To date, the petrochemical industry has given rise to a group of \"hidden champions\" that possess core technologies in specific sectors and lead the world in terms of market share. These companies are constantly working to overcome key challenges in areas such as high-end membrane materials, electronic chemicals, specialty rubbers, and functional additives, thereby injecting new momentum into the high-quality development of the industry. Li Bin said that in recent years, Sinopec has been continuously working to foster private enterprises in a step-by-step manner, actively establishing a growth pathway of \"innovative small and medium-sized enterprises – specialized and high-quality small and medium-sized enterprises – ‘little giant’ enterprises – manufacturing industry champions,\" and has achieved positive results. At the meeting, Zhang Yan, a senior expert from Sinopec’s Working Committee for Small and Medium-sized Enterprises, and Zhuang Xiangning, director of Sinopec’s Quality, Safety, and Environmental Protection Department, presented respectively the \"Analysis Report on Specialized, High-quality, Innovative Enterprises in the Oil and Chemical Industry\" and the \"Analysis Report on Enterprise Champions in the Oil and Chemical Industry.\" These reports introduced the latest research findings in this sector, analyzed the development trends and industry characteristics of such specialized and innovative enterprises as well as enterprise champions, thereby contributing to the growth of new driving forces in this industry. Such “new drivers of growth” have also been recognized and welcomed by the host city of Tianjin. Mu Xinquan, a second-level inspector at the Tianjin Municipal Bureau of Industry and Information Technology, said that as the birthplace of China’s modern chemical industry and a major petrochemical hub with a relatively complete industrial framework in the Bohai Rim region, Tianjin attaches great importance to the development of enterprises that are specialized, innovative, and of high quality. The city continues to provide policy support and improve its systems for nurturing such enterprises; as a result, the overall number, structure, and quality of these enterprises are constantly improving, and their development trend is positive, which in turn promotes the high-quality development of small and medium-sized enterprises across the city. Zheng Tianlong, deputy director of the Raw Materials Industry Division at the Tianjin Municipal Bureau of Industry and Information Technology, delivered a report titled \"Management Measures and Policy Interpretations for Tianjin’s Chemical Pilot Production Bases,\" aiming to provide policy support for the innovative development of specialized, high-quality enterprises in Tianjin. At the forum, Zheng Baoshan, deputy director of the Petroleum and Chemical Industry Planning Institute, and Li Xubo, deputy director of the Special Projects Office at the Fifth Electronics Research Institute of the Ministry of Industry and Information Technology, delivered special reports titled “Opportunities and Challenges for the Innovative Development of Fine Chemicals during the 15th Five-Year Plan Period” and “Interpretation of Industry Standards for Evaluating the Quality Management Capabilities of Manufacturing Enterprises” respectively. Representatives from rubber manufacturing companies in Huafeng Group and Tianjin Bohua Group shared their successful experiences in corporate development.
