Sinochem News At the 2026 Petrochemical Industry Development Conference held recently, Li Haiyang, deputy director of the Information and Marketing Department of the China Petroleum and Chemical Industry Federation, introduced the "Guidelines for the Development of Digital Intelligence in the Petroleum and Chemical Industry during the 15th Five-Year Plan" (hereinafter referred to as the "Guidelines"). The "Guide" systematically elaborates on the four ideas, five major goals and eight tasks for the digital and intelligent development of the petrochemical industry during the "15th Five-Year Plan" period, providing a clear path for the industry's digital transformation, intelligent manufacturing and other related work. Focusing on development ideas, the "Guide" proposes four key directions. The first is policy guidance and top-level design. It is necessary to implement the "Action Plan for Digital Transformation of Manufacturing" issued by the General Office of the State Council, and to inherit existing results such as the "14th Five-Year Plan for Intelligent Manufacturing Development" to establish a digital and intelligent development evaluation and diagnosis system to guide enterprises to accurately transform. The second is the overall layout and business leadership, emphasizing the multi-level needs of enterprises, parks, regions and industrial chains, promoting the application of digital intelligence technology in the construction of zero-carbon parks and factories, and ultimately forming cross-regional and cross-industry full industry chain operation monitoring and macro-control, building a digital intelligence ecosystem that is connected from top to bottom and coordinated from left to right. The third is technology-driven and innovative empowerment, promoting the deep integration of new generation information technologies such as artificial intelligence, digital twins, and big data with the production and operation of the petrochemical industry, providing low-cost, replicable, and easy-to-promote digital and intelligent products and services, and enhancing the industry's independent controllability and core competitiveness. The fourth is ecological protection and chain development, promoting flexible and customized production models in the field of fine chemicals, quickly responding to market demand, creating a smart supply chain, and building a solid safety and green bottom line. On the basis of clear development ideas, the "Guide" puts forward the overall development goals of the "15th Five-Year Plan": By 2030, my country's petrochemical industry will continue to deepen the integration of digital and physical technologies, significantly improve the digital and intelligent capabilities of enterprises, initially take shape in the artificial intelligence engine for subdivided industries, and consolidate the leading position in intelligent digital transformation of the industry. Specific goals cover five areas: First, the level of digital intelligence has been significantly improved. The proportion of enterprises with intelligent manufacturing maturity level two or above has reached 30%, level three or above has reached 80%, the penetration rate of smart factories has exceeded 30%, and the penetration rate of digital R&D and design tools has reached more than 90%. ; Second, key software has become independent and controllable, with breakthroughs in 10 industry industrial software projects, 20 key technology research applications, and 30 special technology awards for intelligent manufacturing. ; Third, the standard system is more complete. 40 digital intelligence-related standards have been formulated and revised to build a comprehensive and systematic standard system. ; Fourth, the service quality will be further improved, an industry-specific service platform will be created, and 20 specialized and new system solution providers will be cultivated. ; Fifth, the demonstration and leadership effect has been highlighted, creating 10 pilot-level, 150 excellence-level, and 1,000 advanced-level smart factories, as well as 100 smart chemical parks and 200 typical cases in the smart manufacturing industry. To achieve the above goals, the Guidelines deploy eight specific tasks. The first is to strengthen the construction of the standard system and build comprehensive and systematic digital and intelligent standards and specifications. The second is to optimize the application of business scenarios and promote the in-depth integration of digital intelligence technology in core business links. The third is to apply adapted intelligent technologies based on the characteristics of different sub-industries such as oil and gas extraction, oil and gas storage and transportation, petroleum refining, modern coal chemicals, pesticides, and inorganic salts. The fourth is to accelerate the implementation of artificial intelligence, promote the transformation of AI from single-point optimization to full-chain intelligence, and empower industrial upgrading. The fifth is to match the needs of small and medium-sized enterprises, focus on their pain points, promote lightweight digital transformation, and enhance overall competitiveness. The sixth is to upgrade the smart chemical park, promote the comprehensive upgrade of the park’s smart construction, and enhance comprehensive management capabilities. The seventh is to build an industry service system and build a coordinated service ecology of "government, industry, academia and research using funds" to support the healthy development of the industry. The eighth is to accelerate the cultivation of comprehensive talents, taking "cultivation of new productive forces" as the main line, and accelerating the gradient cultivation of digital and intelligent talents.
