We are a thermal power plant, and for the 50-megawatt turbines, we conduct overspeed tests ourselves at our plant after each major overhaul. Recently, we have been carrying out the acceptance inspection for meeting safety standard requirements in our power plant. One evaluation company stated that we do not possess the qualifications for conducting turbine overspeed tests. Question: Are special qualifications required to conduct overspeed tests on steam turbines? What qualifications are required? Which department is responsible for issuing this qualification certificate?
