I encountered a compressor hose in a project; its description and pictures are as follows. I don’t understand what it means – could some expert please explain it to me? Thank you so much!

It is imported equipment. What does it mean when you add the numbers before and after the plus sign +? What do 3/8“-9/16” mean?
