The quick-shut oil pressure cannot be established

After the turbine unit had been shut down for half a year, during the process of starting the turbine, the start-up oil pressure could be established, but the emergency shutdown oil pressure could not be achieved.
Could it be a valve issue? We’ve encountered this problem in our equipment as well; fixing it was done by removing the knob valve that controls the quick-shut oil and replacing it with a new one.
Is that caused by a clogged valve? We changed it, but it still didn’t work; the valve was taken apart and it seemed to be in good condition.
1. Check whether the reset button of the shutdown control system has been reset； 2. Whether the emergency stop button (including the on-site shutdown button) returns to its original position ； 3 Check if there are any issues with the operation.
I found the cause; the fuse for one of the solenoids burned out.
