May I ask if the markings on the turbine seal in the figure below are correct?

The image below shows the comb-shaped steam seal of a turbine. In the picture, I think item 3 represents the spring plate; why is it labeled as item 1? Are the labels in the picture correct? I hope someone experienced can help answer this question. If possible, an actual photo could also be uploaded. Thank you
1 is the steam seal ring, 2 is the steam seal sleeve, 3 is the spring plate, 4 is the rotor
