Since the air volume is directly proportional to the square root of the pressure difference between the inlet and outlet, it is somewhat questionable that the flow rate is normal while the partial pressure does not reach the required level. Furthermore, you should start by checking the pressure sensing element to see if the pressure gauge is measuring accurately. .
Is it a centrifugal fan? Is the position of the measurement point correct? Does the air volume meet the design requirements or exceed them? Was there an excessive design margin for pressure loss in the subsequent pipelines during the design phase?
At present, the air flow is normal and the current is 70% of the rated value; however, the moisture content in the gas is very high, and the humidity is high. I wonder if this is related to such high humidity

According to the fan selection software, humidity is not a required input parameter. Theoretically, with such a low head pressure from the fan, humidity can only affect the specific volume of air, that is, its density; it has a slight impact on power, but should have no effect on head pressure.
