Difference between pump, no liquid, and flow interruption

I saw a statement that reads: \"It is strictly prohibited to operate the pump without liquid or with no flow for more than 1 minute, in order to prevent damage to the motor and bearings.\" ”What is the difference between no liquid and flow interruption?
No liquid means absolutely none. The flow has stopped; there was liquid before but it’s gone now, with a little bit of liquid remaining on the sealing ring surface.
