The vacuum pump you mentioned is likely intended for use during startup; the main pump is used under normal operating conditions. In this case, it should be sufficient to activate the vacuum pump before starting up in order to achieve the required vacuum level. Once the machine is running stably, the main pump can be used, and at that point the vacuum pump can be turned off, while keeping an eye on any changes in vacuum level. The second issue is that safety valves are generally not installed on the side of steam users; there are certainly safety valves in the entire pipeline network, but their set pressure is much higher than the steam pressure after an emergency shutdown. The design takes into account the problem of pressure buildup in the pipes caused by the sudden closure of the quick-shut valves

During startup and shutdown, the auxiliary extractor is used, and once the unit is operating under load normally, it switches to the main extractor. The operation sequence for the main extractor is the reverse of that for the auxiliary extractor
