Is it necessary to install a guard for the compressor cranker?

The HSE department’s safety hazard inspection identified that the rotating parts of the hydrogen compressor (turning gear) lack protective measures. We also consulted the equipment manufacturer, who said that the turntable operates at low speed and only runs for a short time during turning, so no protective cover is necessary. I’m not sure if anyone understands this, or what the standards are – is it necessary to add a protective cover?
Where there is mechanical motion, there is a risk of injury; even in the absence of protective covers, barriers must be installed!
