The outlet valve is closed because the power consumption is lowest when the valve is shut; if it remains open during startup, either an overcurrent trip occurs or the motor gets damaged. Opening the return valve is equivalent to leaving part of the outlet open, which is not allowed, though the impact might be minimal. It will certainly increase the starting current, and this is something I’ve heard of for the first time
