Compressor unit water station

The water station for the compressor unit is used to supply cooling water to the stuffing box and cylinders. There is an orifice plate between the two return lines at the pump outlet of the on-site water station (as indicated by the red box in the diagram). What is the function of this orifice plate? I would also like to ask everyone about any other important points to keep in mind regarding the water station. Thank you~
It seems to be the antifreeze pipeline of the pump.
The gate valves on both sides of the orifice plate at the site are closed; the pipe diameter is roughly 25 mm, and it seems to be a anti-freezing pipeline as well :)
Used for filling; once one pump is started, fluid is delivered to the other pump through the filling pipeline, so that the standby pump can be started at any time.
It shouldn’t be; the water tank is on the second floor while the pump is on the first floor, so the height difference allows water to flow into the pump. Moreover, the water pump has an interlock feature that enables it to start automatically.
