In the course of history, although there is no specific recurring pattern for the date of February 9th, this day has seen the occurrence of numerous significant events with cautionary value over different years, including the end of wars, institutional changes, technological inventions, and public safety incidents. Among them, the numerous safety accidents that have occurred in recent years have exposed deep-seated risk factors, which merit in-depth analysis and comparison. This article focuses on several typical accidents that occurred in China on February 9, 2025. By considering the historical context, it conducts a systematic comparative analysis of the risk factors associated with these accidents, in order to provide insights for improving public safety management. Firstly, in terms of the types and causes of the accidents, the four incidents that occurred on February 9, 2025 – a car falling off a cliff in Cangnan, Zhejiang, a dump truck losing control in Shiyan, Hubei, a car catching fire in Nanjing, and a fire in Haishouli, Wuhan – represent four typical risks: driving errors, poor condition of vehicle equipment, mechanical failures, and aging urban infrastructure. In the Cangnan, Zhejiang incident, a vehicle lost control in a parking lot and plunged off a cliff. This highlights two issues: the driver’s lack of skill and insufficient familiarity with the vehicle’s performance. It is a risk primarily caused by human factors ; The series of collisions caused by brake failure in the dump trucks in Shiyan highlight a lack of proper vehicle maintenance and management on the part of the companies involved; it represents a risk stemming from poor organizational management, reflecting the tendency of transportation companies to prioritize profits over safety. Secondly, although the vehicle fire in Nanjing did not result in any injuries, the source of the fire appears to have been oil leakage from the engine that was ignited by high temperatures, highlighting the risk posed by the absence of proper routine maintenance procedures for vehicles. Such risks are highly concealed; there are often no obvious signs before they occur, and once they break out, they spread rapidly, making it difficult to control them. In comparison, although the fire at Haisuli in Wuhan occurred in a historic district, its underlying cause – aging electrical wiring igniting combustible materials – shares a common element with the incident in Xinhua, Hunan, where low-temperature operations of sprinkler trucks led to road icing: namely, the failure of public facilities and environmental management to adapt to changing real-world conditions. In the former case, the fire got out of control due to low fire resistance ratings of buildings, lack of fire-fighting facilities, and weak fire prevention awareness among residents ; The latter is carried out by sanitation machinery, which neglects road safety in low-temperature conditions, reflecting a weakness in governance due to insufficient refinement in public services. Similarly, while water trucks are used to improve the environment, continuing to spray water in temperatures as low as -3°C is actually doing more harm than good, reflecting a lack of dynamic response mechanisms and risk assessment processes in current urban management. Such “institutional blind spots” are more widespread and harmful than individual mistakes. From a historical perspective, February 9th has also witnessed institutional changes and advances in civilization: for example, the establishment of the International Committee of the Red Cross in 1863 marked the creation of a humanitarian relief system ; The revival of the time-honored Quanjude brand in 1980 reflected respect for traditional brands and public memory.
