It refers to the allowable stress value at the design temperature, which must not be lower than the value on the right side of the bold lines in the allowable stress table specified in GB150. If the design temperature is above this boundary, the first data point on the left should be used for calculation. The hydrostatic test is a short-duration test, and it is inappropriate to use the allowable stress given on the right side of the thick line for its calculation.
