I would like to ask fellow maritime professionals: Do the loading and unloading arms of mobile pressure vessels fall under the scope of regulation for special equipment? After checking relevant information, I found that neither the inspection regulations nor the licensing rules for mobile pressure vessels mention anything regarding loading and unloading arms. If it falls under regulatory oversight, is it necessary to obtain a usage registration certificate? Here, I would like to first thank all the sea friends.
