This is done as needed; generally, there is no requirement to produce such items. If they end up in pipeline equipment where a high level of cleanliness is required, they will cause contamination. If you are concerned about scattering, use a graphite metal wound gasket with an inner steel ring or an outer steel ring. This type of gasket is resistant to high pressure and high temperatures, making it irreplaceable by PTFE gaskets. Moreover, its sealing is already very good, so additional wrapping is not advisable.
