The MDMT issue with containers

Are there any MDMT requirements for container design in national standards? As another example, if the extreme temperatures at the location where the equipment is used are lower than the equipment’s normal minimum operating temperature, should the design temperature be set at those local extreme temperatures? Is the low-temperature and low-stress condition still applicable in this case? Finally, as a side question: in the container specifications, the notation ID900*5000WSL – what does WSL stand for? (I guess it refers to the length from weld to weld at both ends of the container?) Thank you all for your answers.
