A few years ago, in order to keep up with international standards and since ASME did not impose any controls on design, the qualification for design reviewers was abolished. The original certification was managed jointly by the Standards Approval Committee and the Gas Cylinders Association; however, due to a shortage of qualified personnel, it became practically useless. Does ASME really not control design? As an international standard, ASME must conduct a review of the consistency in the design and specifications of pressure vessels, to prevent such hazardous equipment from being designed carelessly and thus creating underlying safety risks. In ASME, the consistency between drawings and codes is a major aspect that is reviewed by AI, which ensures that container design is in accordance with the codes. Do the quality assurance personnel in our country have the ability to ensure that the drawings are in line with the specifications? Do you need this function? Where is this function carried out in our country? Clearly, it is the former Standards Committee and the quality inspection bureaus of various provinces (now the Market Regulation Bureaus) that assess designers based on their knowledge and skill level, so that these professionals can ensure compliance between pressure vessel designs and relevant standards. It is important for the equipment to comply with the specifications; if there are issues with the designs even before production begins, no matter how skilled the inspectors or how thorough the non-destructive testing is, it will not be possible to rectify the fundamental safety defects related to material selection, structure, strength, etc., that arise during the container design process. At present, with the aim of aligning with international standards and removing the requirement for design approval, how do we ensure consistency between containers and the relevant specifications? Is there really no check for this critical step according to ASME? Was it said that this is where one learns about it? How is this learned? These students are really weird! Although on-site assessments were conducted of the designers during evidence collection in order to eliminate the need for a uniform qualification standard for design reviewers, how can compliance of container equipment with **regulations be ensured? Who will guarantee it? How to ensure it? Promote safety every day? Is this a safe behavior? Pressure vessels are special types of equipment that are related to safety; any changes in management methods should serve to ensure the safety of these devices as well as the smooth progress of production. It is not sufficient to simply look at foreign standards, understand them only superficially, and then use one’s authority to make arbitrary modifications. The overall situation must be taken into consideration, and it is essential to maintain consistency between the equipment and relevant regulations in order to ensure safety and avoid potential hazards. I would like to hear everyone’s opinions on the attempt to eliminate the unified qualification requirements for those who conduct audits of pressure vessel design standards, by taking things out of context and distorting facts under the pretext of studying ASME. Is this really a way to align with international standards through learning ASME? Everyone is welcome to share their views.
Many audit certifiers don’t engage in actual audit work at all; it’s likely they have spent many years doing tasks that have nothing to do with audit design. No longer capable of carrying out design reviews, yet still displaying certificates everywhere. Compared to those in fields such as construction and fire safety, where there are proper design review procedures, for construction and fire safety certifications in Raodong, people can pass the exams just by reading some materials; these certifications are easily obtained everywhere. However, those who have no experience in pressure design review face much greater challenges in passing the exams, as pressure vessels are generally located within the same organization, which means that having only a superficial understanding isn’t enough. Compared to ASME, the consistency of container design and standards in our country is currently entirely under internal control; it’s hard to say whether this control can ensure compliance with the standards, and the safety of containers is indeed a cause for concern. These days, there are several certification requirements for human resources management; even for things that aren’t that important, certifications are needed. As for the certifications related to safety controls, how can ensuring that power is used for proper purposes help to safeguard society?
It’s indeed the truth, and our certificates are of no use and not worth anything. Other certificates can be used for affiliation, but who would dare to use our certificate for that? If something goes wrong, it won’t just be one or two people who die. Key, not valuable.
ASME is an industry self-regulatory standard, while China’s technical specifications are legally mandated standards; there is a significant difference in their status, so they cannot be compared. You can simply think of ASME as morality, and technical specifications as law.

In my opinion, removing the requirement for certification of design approval personnel is not actually a relaxation of regulations; it’s following the approach adopted by ASME. It is rather a product of the current broader trend of **streamlining administration and reducing permits**. From a results-oriented perspective, whether or not the qualifications of design approval officers are abolished, designers and design firms will undoubtedly bear the same design responsibilities. The difference here is that the design firm may consider that when certified personnel are involved in the design, its own responsibilities are relatively smaller. But based on our **approach to holding people accountable, this is clearly just an idea born out of the design firm’s own wishes. In the event of a serious incident, it’s very likely that regardless of whether someone has the necessary qualifications or not, both the design firm and the designers will be held responsible; the design firm won’t face less liability just because it employed qualified individuals for the design work. Interestingly, the new version of the ASME VIII-Ⅰ-2021 standard will impose requirements on designers similar to those in Volume VIII-Ⅱ.
So-called streamlining of administration and delegation of power are nothing but struggles for power. Qualifications in areas like human resource management really don’t seem to serve any purpose for society; yet having power makes a difference – it gives one certain qualifications. For special equipment, the design qualifications have been given up, while the testing and inspection qualifications remain. Without a proper design, no matter how good the testing and inspection processes are, they are still based on a flawed foundation; without that foundation, any talk of control measures is simply nonsense. What talent indeed. It is said to be related to ASME; ASME is responsible for ensuring compliance, and checking the consistency between design and standards is an essential step carried out by AI. The managers have no goals; they only think about using their power to make themselves comfortable, constantly seeking ways to use their authority to create conflicts, without considering their responsibilities at all. They lack any moral compass, which leads to a loss of control over the safety of such special equipment. These people are always busy fighting, causing suffering for everyone else!
