Oil tank cleaning

The design temperature of the crude oil tank is 60°C; can it be purged with steam? If not, what medium should be used as a replacement?
Normally, hot water is pumped into the crude oil tank to circulate and clean it.
Our tank is designed for a temperature of only 60°C; the temperature of the hot water is also a bit high, isn’t it?

Steam can be used. The design temperature is 60 degrees; carbon steel can withstand temperatures up to 350 degrees, but it cannot resist pressure.
