Jacketed vessel manufacturing technical requirements

Hello everyone: A jacketed container, the inner cylinder is at normal pressure and the pressure inside the jacket is 0.4MPa. Have the following questions: 1. Are the inner cylinder shell and lower head classified as pressure components? 2. Does the inner cylinder manufacturing technology require normal pressure or pressure vessels? The attachment is from Teacher Wang Fei's "Chemical Pressure Vessel Design-Methods, Issues and Key Points" 2.7.6.6 Middle point. Please share and discuss.
Different cavities are designed and manufactured according to their respective working conditions.
I consulted the Quality Supervision Bureau and the reply was:: The inner cylinder enclosed by the jacket is the main pressure component and shall comply with the technical requirements for pressure vessel manufacturing. Their opinion is that a closed container composed of an inner cylinder and a jacket should be regarded as an internal pressure vessel and both are subject to supervision.
