What are those pitted-like things on the reactor skirt? There are pictures

As shown in the figure, each small steel plate passes through the inside and outside of the skirt and is welded to it. What is its purpose? Several vent pipes are also welded to the upper part of the skirt base; what is their purpose?
It’s probably used for insulation, to hold the insulating material in place; the ventilation holes, as the name suggests, are there for ventilation, to prevent stress and corrosion caused by high temperatures, among other issues
The small metal piece is probably used to secure the insulation material; is it a vent? It’s really not clear
It is mainly used to support the various layers of insulation material
