As the title suggests, the special inspection agency states that the heat treatment state of the product’s raw materials is normalizing, whereas our welding process evaluation did not involve normalizing treatment; therefore, it is claimed that our welding evaluation does not support this product. Is this claim correct?
Well, it depends on the specific circumstances. This issue occurs with the seams of the head; after the head is formed, it needs to be normalized again, and therefore the seam welds must also be normalized. Such situations generally do not occur after the container is fully formed.
It is not necessary as long as the weld is not normalized. Of course, the welds must meet the performance requirements.
The heat treatment mentioned in NB/T 47014 refers to the heat treatment of pressure-bearing components after welding, rather than the heat treatment of raw materials.
There’s definitely no need for that; just explain it properly to the supervision and inspection team.

As long as your product does not require normalizing, the heat treatment condition of the material used for weld evaluation is not important. NB/T47014 states that changing the type of post-weld heat treatment requires conducting a new welding procedure qualification.
