Bottom delamination issue in φ12.5 meter*26 meter tank

Our factory has several tank containers with a diameter of 12.5 meters and a height of 26 meters. There is bulging at the bottom of these tanks; it is possible to step on the higher parts of the bottom plate. Currently, leaks are occurring due to cracks in the welds of the bottom plate. Is there any good solution for this kind of problem?
This hollow spot must have arisen during the manufacturing process, caused by the shrinkage deformation resulting from the welding of the bottom plate and the pipe walls to the bottom plate. If the welding sequence and deformation control for the bottom plates of large storage tanks are not proper, it has been observed that the bottom plates can arch by nearly 1 meter.
The solution is for the manufacturing unit to exercise proper deformation control over the structure of the bottom plate, its welding, and its welding to the wall panels.
At the moment, we make a circular hole in the drum area, fill it with cement, wrap the welds of the bottom plate with glass fiber cloth, and then lay another layer of glass fiber sheet on top of the bottom plate.
This is due to an incorrect sequence in the welding process for the bottom plate of the storage tank during manufacturing; the only solution is to make holes and fill them with cement (or fine sand).
