After the newly manufactured container passes the hydraulic test, under what circumstances is it necessary to conduct non-destructive testing again? Where are such regulations specified? Please someone knowledgeable answer this, thank you

If there is leakage after the pressure test, it does not fall under the category of \"successful hydraulic testing\" as required by the specifications; how can leakage during a pressure test be considered \"successful hydraulic testing\"?
As stated in the title, when the material of such newly manufactured pressure vessel is low-alloy steel with Rm≥540 MPa, surface non-destructive testing of the welded joints shall also be carried out after the pressure test is successful. See the screenshot for details.
It is specified in the last sentence of item (4), under surface non-destructive testing, in 3.2.10.2.2.4 of TSG 21-2016 \"Safety Technical Inspection Regulations for Fixed Pressure Vessels\".
