To the market regulation bureaus (departments, commissions) of all provinces, autonomous regions, municipalities directly under the Central Government, as well as the Xinjiang Production and Construction Corps; to the development and reform commissions (energy bureaus) and economic and information technology commissions of these regions; to the Beijing Urban Management Commission; to all energy supervision agencies affiliated with the **Energy Bureau; to relevant power enterprises and special equipment manufacturers; and to all institutions responsible for the inspection and testing of special equipment: The quality and safety of pipeline components used in power station boilers (including pipes and fittings, hereinafter referred to as boiler piping) are essential for ensuring the safe and stable operation of generating units. It has been reported that in some companies, the boiler tubes supplied do not meet the technical specifications specified in the orders, and in some cases, fake imported pipeline materials are used. To further strengthen the supervision and management of the quality and safety of boiler tubes, effectively prevent safety risks, and ensure safe power generation, the relevant matters are hereby notified as follows. I. Conduct inspections of boiler tubes Relevant power enterprises and special equipment manufacturers should immediately carry out inspections of boiler tubes, focusing on whether these tubes meet the technical specifications specified in the orders. This includes checking the source, specifications, quantity, quality certification documents, raw material purchase contracts, and pipeline component purchase contracts. In the case of imported pipeline materials, customs declarations and inspection reports (proofs of inspection and quarantine for imported goods) must also be examined. By taking into account the results of inspections and tests during production and use, as well as the operational conditions, it is possible to thoroughly identify any issues or potential risks related to the quality and safety of boiler tubes. II. Effectively prevent safety hazards If boiler tubes pose quality-related safety hazards or other issues that could threaten the safe and stable operation of power station boilers, power companies and manufacturers of special equipment must take immediate and effective measures to eliminate these quality hazards. In cases where there are serious quality hazards, the operation of the generator sets should be stopped, as well as the production and sale of boiler or pipeline components, and boiler tubes that meet relevant standards should be used instead. If the actual manufacturer of the boiler tubes is unknown or doubtful, if the relevant documentation is incomplete, or if it is impossible to verify the authenticity of such documentation, power companies and manufacturers of special equipment must immediately, in accordance with industry standards, commission a qualified inspection and testing agency to conduct a diagnostic inspection of the boiler tubes. If the test results show that the quality of the boiler tubes is unsatisfactory or does not meet the specifications specified in the order requirements, power companies and special equipment manufacturers must promptly eliminate the potential hazards or replace the tubes. III. Strengthen control over boiler tubes at the source Special equipment manufacturers and power companies must strengthen oversight of boiler tubes from the outset. They should carry out activities such as the design and manufacturing of these tubes, their procurement, acceptance upon arrival, inspection and testing, as well as installation and commissioning, in strict compliance with relevant regulatory standards and the technical specifications specified in orders. It is essential to prevent substandard or counterfeit boiler tubes from entering the power generation sector ; It is necessary to strictly implement all regulations regarding the safety supervision and management of special equipment, establish and maintain technical records on a long-term basis, to ensure that relevant information can be traced. Special equipment manufacturers and power enterprises that discover major quality and safety hazards in boiler tubes must promptly report them to the local market supervision authorities, the relevant power management departments, as well as the energy regulatory agencies dispatched by the **Energy Bureau, and take effective measures to carry out thorough rectifications to ensure the safe operation of the generating units. The market supervision bureaus (departments, commissions) of various provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps shall, in conjunction with relevant power management departments at the same level, as well as energy regulatory agencies dispatched by the **Energy Bureau and other entities, organize inspections and supervision, urge the rectification of potential hazards, and effectively prevent safety risks.
