Is this a requirement specified in the 1999 version of the regulations?
According to clause 3.2.5 of the standards, this clause appears to specify the requirements for using pipe flanges; however, item (2) of this clause does not state that threaded connections are not allowed. Please look for the relevant basis again.
Gauge instruments and thermometers use threaded connections. How else should it be set?

The 1999 version of the regulatory standards states that when designing storage containers for liquefied petroleum gas, it is necessary to follow the provisions of the industry standards HG20592–20635, and select pipe flanges, gaskets, and fasteners with a pressure rating higher than the design pressure. For the first dust seal surface connected using flanges, a high-neck butt weld flange, a metal wound gasket (with an outer ring), and high-strength bolts should be used together.
As I understand it, this clause specifies the requirements when using pipe flanges; it does not mandate that such equipment must be connected using flanges only, excluding threaded connections.
The older version stated this point quite clearly. The new version, taking into account the role of the regulatory standards, has removed many specific requirements; however, this is simply due to the standard’s nature, and it doesn’t mean that those requirements are incorrect or inappropriate in any way
No matter which version, it’s not apparent that threaded connection cannot be used.
