Opinions of the Special Equipment Bureau of the State Administration for Market Regulation on Issues Related to Flow Meters (Housings)

In the \"8.11\" accident in Dangyang, the weld of the \"integrated welded long-diameter nozzle\" – which is part of the flow meter – failed, resulting in an instantaneous release of large amounts of high-temperature, high-pressure steam from the boiler’s main steam pipeline. This led to severe casualties and significant property losses. To prevent such accidents from occurring again, Document No. 515 issued by the State Administration for Market Regulation in 2018 required that manufacturers of flow meters (enclosures) for boilers obtain a license for producing special equipment. On April 26, 2019, the State Administration for Market Regulation issued the \"Opinions on Issues Related to Pipes within the Scope of Power Station Boilers\" (Document No. 849), stipulating that supervision and inspection should be carried out on the manufacturing of pressure pipeline components such as flow meters (enclosures). 　　Hubei Huaxing Machinery Technology Co., Ltd., located in Jingshan City, Jingmen, is a specialized company that manufactures mechanical equipment such as boiler level gauges, soot blowers, throttling devices, and auxiliary machines. In compliance with the requirements of the newly issued \"Rules for Licensing Special Equipment Production and Filling Units,\" the company allocated resources and personnel as needed, prepared a quality management manual, and applied to the licensing authority for production permits. After producing sample units, undergoing on-site evaluations, and making necessary improvements, the company obtained the \"Special Equipment Production License\" issued by the Hubei Provincial Market Regulation Bureau in October 2019. It thus became the first company in Hubei to be licensed to produce flow meters (casings). On November 8th, the company went to the Jingmen branch to apply for supervision and inspection. To this end, the Jingmen branch has added a new task related to the supervision and inspection of flowmeter (housing) manufacturing. Is it not too late to mend the fold after the sheep are lost? !
