The other party made a mistake. It should be GB/T150-2011. If it is a plate used for pressure vessels, it should be 12Cr1MoVR standard.: GB/T713-2014
If your equipment is a pressure vessel, the equipment design standards should comply with GB/T150-2011, and the material standards should comply with GB/T713 (carbon steel and low alloy steel) or GB/T24511 (stainless steel)
So now if we do the welding evaluation again and use it on pressure vessels, we have to use 12Cr1MoVR plates instead of 12Cr1MoV, right?
