Calculation of tube sheet thickness for floating-head heat exchangers

In GB151, the effective length of the heat exchange tubes is taken into account when calculating the thickness of the tube sheet. But isn’t the effective length determined after knowing the thickness of the tube sheet? I’m a beginner; please give me some guidance. Thank you all
Calculating the tube sheet thickness is an approximate process: first, a thickness for the tube sheet is assumed, and then the effective length of the heat exchange tubes is calculated based on that thickness. The tube sheet thickness is calculated with a margin; once the thickness of the tube sheet is determined, the final effective length of the heat exchange tubes is entered, and another calculation is performed. Based on experience, this has little impact.
