Is the residual element content in steel used as a criterion for material acceptance?

Our company commonly uses 16Mn forgings. The NB/T47008-2017 standard stipulates the chemical element types and contents of 16Mn materials. However, "note b" appears in the table, stipulating the residual chemical element content. The manufacturer provides no content data of residual elements in the forging quality certification document. I would like to ask, whether the residual element content specified in the standard comment is used as the material acceptance standard, and whether the residual chemical element content needs to be indicated in the quality certification document.
Personally, I think the comments can also be used as a reference.

When ordering, both parties should agree on an allowable range of material composition and inspection standards, and in the event of disputes, the third-party inspection results shall prevail. If you talk about this kind of thing afterwards, Party A may think it is necessary to clarify the quality issue, and Party B thinks that Party A is deliberately finding faults.
What do the horizontal bars in the chemical composition table mean? Is this a residual element? So there are no upper and lower limits for these?
