When purchasing static equipment, does the owner have to provide equipment condition drawings to the design institute? If provided, how are the size and number of nozzles determined? Do they have to be consistent with the corresponding pipelines on the process flow diagram?

It does not necessarily come from the owner. The process professional hired by the engineering design unit should provide the equipment design unit with equipment design parameters and equipment condition diagrams (including nozzle orientation diagrams).
You are not a device but a single device. The equipment major does not care about the opening, excuse, specification and location. Large installations should be determined by the design institute's process major. If a piece of equipment does not have a process major, it must be provided by the owner. After all, the equipment must be connected to the pipeline. How can I do it if you don’t provide it?
This work is done by our equipment professional, so the key to the problem is whether the size of the nozzle of the static equipment must be consistent with the specifications of the connected process pipeline?
For smooth installation of the equipment, it is best to provide. Otherwise, we use standard openings for glass-lined equipment.
Not the entire design requires conditional drawings, but the size and number of nozzles are determined by the design institute and linked to the process. :)
Generally, the design institute's craftsmanship is provided. If the design does not provide it, the owner's craftsmanship will be provided.
