We have a product for which the drawings specify that the tube and plate should first be joined by strength expansion and then welded. In accordance with these requirements, we conducted a process evaluation for joining them first by expansion and then by welding. However, the inspection team requested that we also carry out an evaluation for joining them first by welding and then by expansion. Is such a practice acceptable?

Personally, I don’t think it’s necessary. As long as it meets the requirements of the drawings, you can ask the quality inspector for the reason behind such a requirement

When giving lectures on welding evaluation standards, I wrote in my notes that test pieces subjected to expansion before welding must be identical to the welded components; in other words, they serve as replicas. This means that the thickness of the test piece plate should be the same as that of the tube sheet, and the materials should also be identical, along with the expansion length, etc. Everything else can follow the requirements specified in the welding evaluation guidelines. . . . I haven’t heard that two are going to be made
When that happens, you can only laugh; some inspection officers simply don’t make any sense.
