Article 39: Users of special equipment shall carry out regular maintenance and periodic self-inspections on the special equipment they use, and keep records thereof. The users of special equipment shall regularly calibrate and maintain the safety accessories and safety protection devices of such equipment, and keep records thereof. Interpretation of the provision: This article deals with the requirements regarding the maintenance of special equipment by the entities that use such equipment. 1. The users of special equipment shall carry out proper maintenance and regular self-inspections of the equipment. During use, special equipment can encounter various problems due to internal factors and external influences; regular maintenance is required to ensure its proper operation. Regular inspections enable certain issues to be identified and addressed promptly, ensuring the safe operation of the equipment. It is the obligation of the entities that use special equipment to carry out maintenance and regular self-inspections, and it is also an important means of extending the service life of such equipment. For example, equipment such as elevators requires regular lubrication and adjustment, which helps to ensure their safe use throughout their operational life. The user unit shall establish specific timelines based on the specific conditions of the equipment. The items and requirements for inspection should be in accordance with the provisions of safety technical specifications and the equipment operation instructions. The inspection results should be recorded. Any abnormalities detected during maintenance and self-inspections must also be recorded. Many user units have maintenance and regular inspection systems, along with corresponding record forms. II. The safety accessories and protective devices of special equipment shall be regularly calibrated and maintained, with proper records kept. Safety accessories refer to the measuring and control instruments or devices installed on pressure-bearing equipment such as boilers, pressure vessels, and pressure pipelines, used for controlling technical parameters such as temperature, pressure, volume, and liquid level. These typically include safety valves, rupture disks, level gauges (for liquids/water), thermometers, as well as the devices for data collection and processing. Safety protection devices refer to the mechanisms installed on mechanical and electrical equipment such as elevators, lifting machinery, passenger cable cars, large-scale amusement facilities, and specialized motor vehicles used in factories and sites, which are used to control position and speed and prevent falls. These typically include speed limiters, safety catches, buffers, brakes, limit switches, safety belts (or bars), door locks, and their interlocking systems. Regular calibration refers to the inspection and verification carried out periodically to determine whether the performance and accuracy of safety accessories and safety protection devices meet the requirements of relevant safety technical specifications and standards, as well as to ensure their safe use. Maintenance refers to the inspection, testing, and repair of safety accessories and safety protection devices. The safety accessories and protective devices of special equipment can serve to protect themselves in the event of any abnormalities in such equipment. Examples include safety valves on boilers, pressure vessels, and pressure pipelines; safety gears in elevators; overload limiters in lifting machinery; braking systems in passenger cable cars; and braking systems in amusement facilities ; Some serve as the “eyes” to monitor whether special equipment is being used properly, such as the thermometers and water level gauges of boilers. If the safety accessories and protective devices fail, special equipment cannot protect itself when abnormal conditions occur. According to statistical analysis, accidents caused by the failure of safety accessories and protective devices account for 16.2% of all accidents. Therefore, it is very important to conduct regular calibration and maintenance of the safety accessories and protective devices on special equipment in use; this must be carried out thoroughly and records must be kept. For measuring instruments and meters, such as pressure gauges, those that are subject to mandatory calibration must be inspected by the metrology authorities in accordance with the relevant laws and regulations.
