The TSG 07-2019 \"Rules for Licensing Special Equipment Manufacturing and Filling Units\" will come into effect officially on June 1, 2019. After the implementation of the rules: 1. For manufacturing units that did not previously have design qualifications, can they no longer entrust design work to manufacturing units with such qualifications, and must instead rely on design institutes? 2. Can manufacturing units with design qualifications still provide designs for other manufacturing units during the validity period of their design licenses?
1. As before, it is possible to entrust the task to a manufacturing plant with design qualifications. It is equivalent to design subcontracting. 2. The design qualification of the manufacturer still requires confirmation by the evaluation team during the assessment process before it can obtain the corresponding design qualification.
It should gradually move towards the ASME model. After obtaining the manufacturing qualification, one can design pressure vessel products of the corresponding grade on their own, without the need to acquire a design qualification. It’s just that the competence of inspection personnel in China varies widely at present, and it has not yet reached the level where independent inspectors conduct inspections as is the case with ASME. It will become increasingly relaxed in the future, after all **everything is advancing at a rapid pace, and as a result, the manufacturing materials, equipment, and personnel are of higher quality than before.
1. The rules specify that qualified manufacturing units are allowed to design pressure vessels manufactured by their own units. As I understand it, if a manufacturing unit wishes to extend its design activities to other manufacturing units, it must obtain separate design qualifications in accordance with the rules. According to the rules, a design firm needs 10 designers; ordinary manufacturing firms simply do not have such conditions! 2. For manufacturing units with existing qualifications, if the validity period of their design permits expires by the end of this year, can they carry out external design work after June 1st?

It’s fine for manufacturing units that have obtained design qualifications on their own; there’s no difference from design institutes. Only those without the qualifications for self-design and manufacturing won’t work
Any organization (regardless of its type) can carry out external design as long as it has a design license.
