Pressure vessel design license (Level: A2, Category: Fixed pressure vessels, Type: Class III pressure vessels) 2. Pressure vessel manufacturing license (Level: A2, Category: Fixed pressure vessels, Type: Class III pressure vessels) 3. Pressure pipeline component manufacturing license (Level: A1, Category: Pressure pipeline pipes, Type: Seamless steel pipes). The validity period of these licenses all expires on June 30, 2019. Applications were submitted before January 31, 2019, and the State Administration for Market Regulation has accepted those applications; however, no on-site inspection and evaluation was carried out before June 1, 2019. So here comes the question: there are 3 questions below: 1. How should the appraisal and evaluation work for this unit be carried out at the current stage? How should the certificate be issued? 2. When this organization designs its own pressure vessel products only, how should the appraisal and evaluation process be carried out? 3. Can this unit design pressure vessel products for external use? Let’s all discuss this together, dear sea friends.
A new application for a renewal should be submitted, and this time in accordance with the new licensing rules.
There is Document No. 32 issued by the Market Regulation Authority that can be checked; if that doesn’t work, you can go to the feedback board on the website of the State Administration for Market Regulation to check or seek advice
Implementation Opinions of the General Office of the State Administration for Market Regulation on Matters Related to Administrative Licenses for Special Equipment, Market Regulation Special Equipment [2019] No. 32: 1. Licensing of production units. The license certificates for special equipment production and filling units issued before May 31, 2019 (including May 31, the same below) shall remain valid within their original scope and validity period; renewal shall be carried out in accordance with the requirements of the new licenses prior to the expiration of those licenses. 3. Unapproved licensing matters. For permit applications that were submitted before May 31, 2019 but not yet approved, the applicants must submit new applications in accordance with the new permit requirements after June 1. Among them, certified entities that meet the requirements specified in Annex 1 may submit an application for renewal, otherwise they shall submit an application for obtaining a new certificate (or adding new items).

For those who design pressure vessel products only for their own units, in accordance with the requirements of Document No. 32, during the manufacturing review, the appraisal and evaluation agency shall assess the design capabilities of the applying unit; a new certificate (manufacturing license) will be issued if such capabilities meet the requirements set out in the \"Rules for Licensing Special Equipment Production and Filling Units\". 3. Only those who have obtained the separate design license for pressure vessels are allowed to carry out design work. At present, is it possible to carry out external design work while the original design license of your company is still valid? If the manufacturing and certification processes are combined, it won’t be possible.
Applications submitted by January 31, 2019 were accepted by the State Administration for Market Regulation; however, no on-site evaluation was carried out before June 1, 2019 – that’s really too slow!
The entity responsible for renewing the certificate must submit an application at least six months in advance; failing to conduct a review by June 1 does not constitute a delay
The validity period of each unit license expires on June 30, 2019. If no evaluation is conducted before June 1, how can this be ensured?
