High-pressure equipment is equipped with expansion joints, and a pre-stretch of 10 mm is required. How should this pre-stretching be carried out?

For example, if the designed length of the expansion joint in your equipment is 200, you can use tie rods to increase this length to 210, and then weld it to the cylinder. After the entire equipment has been pressurized, simply loosen all the nuts on the tie rods (without removing them)
