For tower-type equipment (some of which are pressure vessels and some are not), are the platform girders installed by the manufacturer or on-site? ? ? Previously, I worked on projects where the installations were done by the manufacturer right after production, but this time with Thirteen Construction, they required on-site installation and wouldn’t even issue a permit! ! Could some expert please explain what evidence there is to show that the shims are installed by the manufacturer at the time of production?

You might be referring to shims and flat bars used for installation; such items need to be prepared on-site for stationary equipment, while large moving equipment usually comes with some of these components already built in. It still depends on the technical agreement stipulated in the contract. If these details are not included in the contract, disagreements will arise. (For reference). However, if welding is indeed necessary, an application can be made to the local authorities (the Special Inspection Agency). It's best to have a written reply to avoid confusion during regular inspections. Components such as gaskets are considered non-compressive elements. According to the definition of pressure vessels (GB/T150.1-2011, clause 1.6.3), the welds that connect non-compressive elements to compressive elements fall within the scope of pressure vessels. And it must correspond to the as-built drawings. This is the basis for why the shims must be welded by the manufacturer.

When constructing the ladder platforms for tower equipment, welding is definitely required. The question is who will carry out the welding work – shouldn’t it be done already when the equipment leaves the factory?

So, check the contract and technical agreement to see if there are any provisions or requirements regarding welding the shims properly. If the agreement requires it but the manufacturer fails to do so, then the manufacturer shall carry out the welding; if the agreement does not require it, then the only option is to pursue a modification process and apply to the local special inspection agency to carry out the welding oneself. If a third party wishes to carry out welding, they need to obtain authorization from the manufacturer or approval from the special inspection agency; in addition, it is necessary to modify supporting documents such as the as-built drawings, product welding records, and welding procedures.
There are no clear regulations for this; it all depends on what is stipulated in the contract. Whether installation is carried out by the manufacturer or on-site by the contractors is determined through agreement between the two parties
