Is this heat exchanger a pressure vessel?

The tube side of the heat exchanger operates at -0.09 Mpa and 250°C, with C9 solvent as the fluid; the shell side operates at 0.4 Mpa and 20°C, with circulating water as the fluid. The diameter of the heat exchanger is 900 mm, its length is 7000 mm, and it has 6 tube passes. Could you help determine whether this heat exchanger constitutes a pressure vessel?
