Educational background of A1 level pressure vessel quality assurance engineer

Dear teachers: According to the TSG07-2019 regulations, a quality assurance engineer for Class A1 pressure vessels is required to have a bachelor’s degree as well as an advanced engineering title. Is it necessary for this requirement that the educational qualification be a bachelor’s degree? Our company’s former quality assurance engineer for pressure vessels had been working in this role for over 20 years; he held the title of senior engineer, but his educational qualification was only at the college level. According to these regulations, does that mean he can no longer serve as a quality assurance engineer? I would appreciate it if you could help clarify this. Thank you!
