Experts, please take a look and check whether the wall thickness of the open-top oil tank and the design of the reinforcement rings are reasonable

This finished tank is a sample for reference only; the client does not require a top to the tank. There is a large bag inside the tank used to hold water, and once inflated, it forms this spherical top. I have attached diagrams; I don’t understand the design formulas nor know how to perform the calculations. I hope someone can help me check the attachments to see if the wall thickness and reinforcement rings meet the requirements. This is a request for assistance, not an advertisement – please do not delete it
It has a diameter of 30 meters and a height of 7.5 meters; the steel plate consists of 4 layers with thicknesses of 1.5–2–2–2 mm. The wall thickness decreases from the top downward, being 12–14–14–16 mm respectively, with 2 reinforcement rings of 125x125x12 mm each
The diameter is 23.7x12.7; it has 8 layers, with thicknesses of 6-6-8-8-10-10-12-12, and 3 reinforcement rings
Compress it to RAR format and then it can be sent.
