Why isn’t this heat exchanger considered a type of pressure vessel?
The key thing is that this device also has a TS number

The volume is less than 0.03 cubic meters
If a category is marked with a slash, it is considered outside the category. Those outside this category are not subject to the regulations regarding pressure vessels.

Both the operating pressure and temperature meet the specified requirements; however, the volume is too small – the total volume of the tube side and shell side combined is only 0.029 cubic meters, which does not satisfy the specified requirements.
Just take a look at the fixed capacity specification, and you’ll know!
Pressure vessels that meet the following conditions require supervision and inspection: (1) The operating pressure is greater than or equal to 0.1 MPa； (2) The volume is greater than or equal to 0.03 m3, and the inner diameter (for non-circular cross-sections, the maximum geometric dimension of the boundary of the cross-section is greater than or equal to 150 mm) ； (3) The medium contained is a gas, a liquefied gas, or a liquid whose maximum operating temperature is higher than or equal to its standard boiling point. If one condition is not met, supervision and inspection are not required (i.e., it falls outside this category).
Checking the nameplate is because it was classified as outside the range due to its small size
