Article 25 The manufacturing process of special equipment such as boilers, pressure vessels, and pressure pipeline components, as well as the installation, modification, and major repair processes of boilers, pressure vessels, pressure pipelines, elevators, lifting machinery, passenger cableways, and large-scale amusement facilities, shall be subject to supervision and inspection by special equipment inspection agencies in accordance with the requirements of safety technical specifications； It shall not be released from the factory or put into use if it has not undergone supervision inspection or has failed such inspection. Interpretation of the provisions: This article deals with the regulations regarding the supervision and inspection of the manufacturing process of special equipment such as boilers, pressure vessels, and pressure pipeline components, as well as the installation, modification, and major repair processes of boilers, pressure vessels, pressure pipelines, elevators, lifting machinery, passenger cableways, and large-scale amusement facilities. I. Concept of supervision inspection: Supervision inspection refers to a verification inspection of the manufacturing or installation process carried out by an inspection agency approved by the special equipment safety supervision and management department, on top of the enterprise’s own self-inspection results, during the manufacturing or installation of special equipment. It is a type of mandatory inspection. The items for supervision inspection, acceptance criteria, report format, etc., should be clearly specified. II. Regarding the entities responsible for conducting supervision inspections: The inspection entities tasked with carrying out supervision inspections must be approved by the department in charge of the safety supervision and management of special equipment. Relevant provisions are listed in Chapter 3. III. Main tasks of supervision inspection Supervision inspection should be carried out on the basis that the enterprise’s self-inspection has shown compliance, and it must be conducted in accordance with the safety technical specifications for supervision inspection issued by the authorities responsible for the supervision of special equipment. The main tasks include the following: (1) Verification of the items related to safety performance during the manufacturing and installation processes: such as welding techniques, welder qualifications, mechanical properties, chemical composition, non-destructive testing, load testing, serial numbers, and other important aspects ； (II) Verify the technical documentation provided at factory exit ； (III) Conduct random inspections on the operation of the quality management system of the inspected entities. Upon successful completion of the supervision inspection, the inspection agency shall issue a supervision inspection report within the specified time frame; the report must include the above three elements as well as the conclusions.
