Laws and Standards China’s regulatory framework for special equipment is primarily divided into the following five levels: Laws – Administrative regulations – Departmental rules – Safety technical specifications – Relevant standards. Level 1: Laws In accordance with the provisions of the Constitution and the Legislation Law, laws are formulated by the National People’s Congress and its Standing Committee. Such as the Work Safety Law, Labor Law, Product Quality Law, Metrology Law, Standardization Law, Administrative License Law, etc ； The Law of the People’s Republic of China on the Safety of Special Equipment was adopted at the third meeting of the 12th Standing Committee of the National People’s Congress of the People’s Republic of China on June 29, 2013, and came into effect on January 1, 2014. Second level: Administrative regulations – These are administrative regulations formulated by the **supreme administrative body, the State Council**. The Regulations on the Safety Supervision of Special Equipment (State Council Decree No. 373) were issued in March 2003 and came into effect on June 1, 2003. Amended in accordance with the \"Decision of the State Council on Amending the Regulations on the Safety Supervision of Special Equipment\" (State Council Order No. 549); the revised version was issued on January 24, 2009, and came into effect on May 1, 2009. Third level: Administrative regulations – These are departmental regulations formulated by various departments of the State Council; for example, the \"Measures for the Supervision and Management of Boiler and Pressure Vessel Manufacturing\" (Order No. 22 issued by the General Administration) has been in effect since January 1, 2003 ； The Measures for the Supervision and Management of Operators of Special Equipment (Order No. 140 of the General Administration) have been in effect since July 1, 2011 ； The fourth level: Safety technical specifications (normative documents) are a set of regulations regarding the safety performance of special equipment, as well as its design, manufacturing, installation, modification, maintenance, use, and inspection. These are documents that must be enforced; they constitute the core of the regulatory framework for special equipment. They represent the safety aspects of trade protection measures adopted by various countries in the context of global economic integration, serving to translate the principles set out in laws, regulations, and administrative rules into concrete guidelines.
