The operating entities of elevators, passenger cable cars, and large-scale amusement facilities are responsible for the safe use of their equipment. Special equipment such as elevators, passenger cable cars, and large-scale amusement rides are designed for use by passengers or tourists; accidents involving them can result in direct injuries to people, having a significant impact on society. The entities that operate elevators, passenger cable cars, and large-scale amusement facilities are the ones responsible for ensuring safe use; therefore, they must strengthen safety management. Establishing safety management organizations and appointing safety managers is essential to guarantee safe operation. The safety management of special equipment involves identifying the responsible departments and personnel, establishing various management systems and operating procedures, defining the responsibilities of unit leaders and managers, setting out procedures and requirements for regular inspections, cooperating with the work of **safety supervision departments, arranging regular inspection schedules, as well as emergency response measures in the event of accidents, and so on. II. Other entities that use special equipment shall, depending on the circumstances, establish a special equipment safety management organization or appoint full-time or part-time special equipment safety managers. Due to the varying sizes of the organizations that use such equipment, those organizations that operate special equipment on a significant scale should establish dedicated safety management departments as well as full-time safety supervisors. For example, some organizations set up such safety management departments and assign staff specifically responsible for the safe management of special equipment ； Generally, smaller organizations can assign the responsibilities for the safe management of special equipment to certain management units within them that have similar functions, such as the equipment management department or the logistics department. They can appoint dedicated personnel to be responsible for this task, or they can assign part-time staff to handle the safety management of special equipment as well. Whether working full-time or part-time, their functions and responsibilities remain the same; they must possess professional knowledge and skills in the safety management of special equipment, and obtain the necessary qualifications as required.
